How can a non-resident get a Spanish digital certificate to deal with the Spanish tax office?
Reviewed by Axel Castillo · Last updated:
The digital certificate (certificado digital) is the easiest way to deal with the Spanish Tax Agency (Agencia Tributaria), Social Security, the Land Registry (Catastro) or local councils without having to travel. Many foreign owners of a property in Ibiza or elsewhere in Spain need one to check their tax records, read official notifications or file and pay their non-resident taxes.
Prerequisite: an NIE
The personal certificate issued by the Fábrica Nacional de Moneda y Timbre (FNMT, the Spanish Royal Mint) is linked to a Spanish tax identification number. A non-resident must therefore already have an NIE (foreigner identification number) before applying. If you don't have one yet, getting your NIE is the first step.
How to get it
- Online application: fill in the form on the FNMT website with your NIE, surname(s) and an email address. You will receive an application code.
- Identity verification: with that code you must attend a registration office in person. In Spain these include Tax Agency and Social Security offices (usually by appointment). From abroad, you can go to a Spanish consulate that acts as a registration office.
- Download: once your identity has been verified, download the certificate on the same computer and browser you used to apply. It's wise to make a password-protected backup.
Documents usually required from foreign nationals
To prove your identity, the FNMT accepts documents showing your NIE, such as the foreigner identity card (TIE) or the EU citizen registration certificate. If you don't have these, your passport or national ID card from your home country is generally accepted together with the official document assigning your NIE. Check the up-to-date list of accepted documents before your appointment.
What a non-resident can use it for
- Filing returns such as Modelo 210 (Spanish non-resident income tax return).
- Checking and receiving electronic notifications from the tax office.
- Accessing your land registry and tax data.
- Granting authorisations or completing procedures with other authorities.
Alternatives if you can't travel
Other forms of electronic ID exist (such as the Cl@ve system) and some providers offer video identification, although availability depends on the ID document you hold. Alternatively, a non-resident can appoint a tax adviser acting as authorised representative (colaborador social), with no need to use their own certificate.
If you plan to book a consulate appointment, bear in mind waiting times can be long: start the process well before the date you need to file a return.
